All have a right to exist
    The Kindred of Verdant Falls shall be judged on their actions and their actions alone. No Garou shall take act against an individual on the sole basis of their alleged 'Wyrm taint'. No Kindred shall act against an individual on the sole basis of their clan, sect or bloodline.
    The punishment for this transgression is to be determined by the Council. If the wronged individual is killed, the punishment is death.

Recognize the peace between our kinds
    Acts of violence are not to be tolerated. Any individual who sheds Kindred blood shall forfeit his life to that Kindred, his sire, or the leader of his sect. The infliction of harm shall be punished by an infliction of harm. An act of murder shall be punished by death.
    Kindred and Garou may only attack other Kindred or Garou in response to violence or threat of violence, directed towards himself or others. The protection of this accord does not extend to mortals, with the exception of Garou kinfolk and Kindred ghouls.

Do not tempt the Beast
    Both Kindred and Garou must recognize their own propensity to rage and frenzy. No Kindred or Garou shall attempt to bring on the frenzy in others, through words or actions. There is no direct punishment for transgression, but those that violate this law are not under the protection of the accord for any actions taken against him as a result. However, he is responsible under the accord for any harm that comes to the original victim, even if acting in self-defense.

Control the Beast
    No Kindred or Garou shall be held repsonsible for any and all actions taken while under a frenzy. However, those responsible for the frenzy; be they antagonists, irresponsible sires or mentors, or even the negligent frenzy victim himself, shall bear the punishments for any violation of the Accord or any laws of their faction.

Garou land is Garou land
    No Kindred shall set foot in Garou territory without first seeking the permission of a Garou. In the event that a Kindred must by necessity or immediate threat to his continued existence pass through or remain in Garou land, all efforts should be made to contact the Garou immediately.
    Garou finding Kindred in their lands must first assume Kindred have legitimate permission to be in their land or are there by necessity before taking any action. Kindred may be directly confronted or silently observed at the discretion of the Garou. Violence may not be taken against the trespassing Kindred until he has violated the accord.
    Likewise, Kindred who refuse to leave Garou land when asked to do so are in violation of the accord and are no longer under its protection. A Kindred found trespassing, even if he leaves peacefully, may be subject to additional punishment at the discretion of the Council.
    Amendment: Kindred entering the Garou Caern may be removed forcefully or killed without repercussion, unless said Kindred was invited in.

Kindred land is free land
    Any Kindred has the right to travel peacefully throughout Verdant Falls, regardless of whether the land is claimed by the Sabbat, Camarilla, or by an independent Autarch. Lands declared as Elysium are open to all Kindred, and any unprovoked acts of violence are punishable by final death.
    These rights of free passage do not extend to the havens of any Kindred, nor to the dwelling-homes of kinfolk or ghouls. Kindred have the right to defend their havens, and will not be punished under the accord unless the transgressor was invited into said haven.
    Garou have the same permission to travel freely within Verdant Falls, but before entering an Elysium their presence must be announced to the Council or to the highest-ranking Kindred available.

Fledgling Garou are to be protected
    In the event that a new Garou is found to be frenzying inside Kindred borders, the Garou must be given adequate time to track down and claim this fledgling as their own. The Garou are allowed three nights to find this child. Although the fledgling presents a clear danger to the Kindred of the city, they must take all steps necessary to avoid contact with it. The fledgling is in a state of frenzy, and is not responsible for its actions.
    If, after three nights have passed, the fledgling has not been found, it is no longer under the protection of the accord. The Garou pack leader will be punished physically for any actions the fledgling takes after this time. Kindred may actuvely pursue the fledgling and may destroy it or turn it over to its people as the Kindred sees fit.
    Amendment: The fledgling again falls under the protection of the accord if it is subsequently found by the Garou and trained in their ways.

The Council's consensus is law
    A council of representatives must be free to communicate and convene at all times. The council shall consist of the following: The Camarilla Prince, The Sabbat Cardinal (or group-appointed representative), an elected representative of the Autarch community, and the Alpha of the Garou tribe. Normal restrictions on passage do not apply to council members.
    Any changes to the Accord must be unanimous or the motion is not passed. In the judgement of a transgressor, the Council member representing his associated sect must abstain from voting during arbitration.
